So many other important things to think about! Like whether there's an "and" in "187"! (BTW, I'm not sure whether that exclamation point goes before or after the closed quote, but don't tell the Monkey I don't know.)
Generally inside, I think. But that's just between us. :)
If it were a period, absolutely inside. Other marks, sometimes not. This is why I work for publications that employ copy editors.
So all punctuation marks are not created equal?? Oh! The injustice!!!!:)
